In-Home Supportive Services
The In-Home Supportive Services (IHSS) program is California's largest in-home care program. IHSS is a Medi-Cal program that provides personal, domestic and related services to aged, blind and/or disabled individuals in their own homes. IHSS is intended to be an alternative to out-of-home care. Individuals who perform these services are called Providers.

Public Authority
The significant role the Public Authority fulfills within the IHSS Program is to offer services that assist consumers with greater access to providers. Public Authority is the provider's employer of record for purposes of collective bargaining for wages and benefits. The Public Authority is mandated by the State of California and was created specifically as a program improvement for consumers and providers.
Public Authority maintains a provider registry. A provider registry is a computerized database listing qualified and screened IHSS providers.
Public Authority is responsible for:
- Investigating the qualifications and background of potential providers.
- Establishing a referral system to connect providers with consumers.
- Providing training for consumers and providers.
